THE AFL has asked its 18 coaches to contribute to a charter, set to shape new rules about how the game is played.

Fans, players, clubs and other stakeholders will also be invited to contribute to the charter, which could recognise such things as the length of quarters and the removal of the high mark.

New rules to be governed by the charter include a proposal to limit the number of rotations to 80 from 2014.

All senior coaches - with the exception of the two Western Australians, John Worsfold and Ross Lyon - attended the AFL Coaches Association annual general meeting.

They were addressed by AFL chief executive Andrew Demetriou and his deputy Gillon McLachlan, who is also the new chairman of the law of the games committee and in charge of compiling the charter.

AFLCA chief executive Danny Frawley said the coaches were looking forward to making a submission and highlighting some non-negotiables.

"The AFL will come up with the charter before introducing any new rules," Frawley said. "We will then know what everyone wants the game to look like and then we will go through the process for rules."

The league's new football operations manager, Mark Evans, was also introduced to the coaches.
